The 14 day cooldown is related only to those submitting for the paid official critique program. Outside of that, you can submit for community feedback whenever you like, although partial submissions (those that don't include all of the assignments from a given lesson) are treated as sketchbook posts and do not show up in the homework category. Looking at your Lesson 1 submission, when sending it in you checked off 9 out of the 10, so it was treated as a partial submission. I think you may have left the ghosted planes unchecked, although it is present in your album (as part of the ellipses in planes exercise).
While the community feedback system on the website does not have any other requirements, it's also entirely reliant on people volunteering their time, so the chances of getting feedback on your work varies. For this reason, we recommend that students join our discord chat server and make use of the #critique-exchange program. It's a student run program that tries to add more structure, requiring students past Lesson 1 to give feedback to others on lessons they've completed to earn an a far greater chance of getting feedback on their own homework.
I see that you also asked this question there - I mainly explained the above for anyone else who might come across this question. The pinned message in the #critique-exchange channel explains how the program works, so anyone else looking to participate in it to increase their chances of getting feedback can head over there, and ask the folks there for clarification if any is needed.
